The parish was established in 1776 and is administered by the Agustinian Recollect. It was made with native materials, and albeit most are reconstructed after the Phil-American War, the doors of said parish are preserved until this day. After the war, the place was deserted and was renamed Lumangbayan since the seat of the government transferred approximately 3 kilometers away from the present site of Rosario. In 1928 the Oblates of Saint Joseph administered Lumang Bayan. The church again was torched for the second time during World War II and was reconstructed by the OSJ. The name of the town was later changed to "Padre Garcia"  in honor of Fr. Vicente Garcia, a native of Brgy. Maugat Padre Garcia. It was said that he came back for the Holy— and was murdered by the Japanese. His remains can be found inside the church.

Tombol Hill is the site of the Jesus Christ grotto that can rival that of Rio de Janeiro's. It's known as the "Hagdan Tungo Kay Hesus" (Stairway to Jesus) and involves climbing 300 steps to get to the top, where a bird's eye view of Rosario awaits. Christian devotees hold pilgrimages in the area during the Holy Week as part of their sacrifice. At the foot lies Rosario's municipal hall, along with other institutions that flank the southern and western parts of Tombol Hill.

Being Batangas’s Rice Granary, Rosario has come to be known for some of its rice-based delicacies--the most celebrated of which is the Sinukmani. This is made of malagkit rice, coconut milk and brown sugar, much like the biko in appearance but with a variation. The sinukmani is topped with caramelized latik for added flavor. This is a special delicacy prepared only for special occasions because cooking it requires a lot of muscle. It is best eaten as a snack,served on a piece of banana leaf with a strong cup of kapeng barako on the side. It is a favorite particularly during weddings not only because of its taste but also because of what it signifies: sticky for unity and a strong, binding relationship, sweet for sweetness in a relationship, and lastly, cooking it requires muscle – just as a relationship requires much effort in order to make it work.
