San Quintin Municipal Hall is the place to be for people-watching or interacting with locals. Typical of a provincial locale, the town hall not only serves as the center for government services, but is also the de facto cultural hub where various activities take place from morning until night. The plaza fronting the main building is a public park with community-friendly amenities like basketball and tennis courts, benches, and tables, as well as a stage and open grounds for events. Monday, Wednesday, and Friday nights are particularly fun because of the Zumba dance sessions sponsored by the local government.
Spanish missionaries and soldiers had an especially hard time conquering the territories of San Quintin. Its original settlers, the Ubilaos, were a fierce man-eating tribe, who for the longest time were very successful at handing the Spaniards failed evangelic missions. What drove them away instead was the massive migration of families from the coastal towns of present-day La Union and Ilocos Sur. Thinking that they were outnumbered, the Ubilaos retreated deep into the Caraballo Mountains as the new settlers went ahead to form a new community in their lands. The municipality was officially founded in 1863, and thirteen years later, the Parish of St. Paschal Baylon. The church’s structure as it stands now was built in 1947, and so far, it is the only Catholic church in San Quintin.
Established in 1899, this church has undergone three rebuilds throughout the years, with the recent one done between early to mid-2000. Before the year 1940, the parish was made of cogon and bamboo. Today, it is made of stone, with a taupe matte finish--lending a modern look to the historical landmark. By its entrance, the Bario de Pila 1873 Bell is displayed, serving as one existing memorabilia of the history of Catholicism in the town. Above the church doors, an effigy of the Blessed Virgin Mary welcomes visitors as they enter. Inside, the hall is lined with wooden pews and adorned with stained glass windows depicting select events during the Stations of the Cross. At the back of the church, one can find the Our Lady of the Pillar Catholic School, built in 2000 as one of the means in promoting catechetical and religious instructions among the children of Pangasinan.
